Notes:

Stubblefield:  he liked earth batteries, which are when you stick iron into the ground in one place, and copper in the ground in another, and use the current between them.  Telegraph systems all used earth batteries.  Stublefield was advancing the technology of earth batteries and telegraphs, which lead to ideas like this: http://www.youtube.com/watch?v=ZuQGuXJ02fo <– That is cool but it’s not actually a perpetual motion machine, the effect should die out over time because the electricity is coming from the negative metal, but it is very cool.  That is a self-exciting oscillator, and I might build one of those later.  It’s a bi-metallic, tri-filer coil.

It’s an inductive battery, and it is being driven by self inductive impulse bursts, the pulses cause a self resonant effect between the capacitance between the wires and the inductance of the coil which allows electrons to travel from the negative metal to the positive metal, resonance will limit the output pulse frequency.  The negative metal will oxidase over time turning the wire into something not electrically conductive.
